Without going into technical detail in order to give any advice one has to know if the flushometer is a piston or diaphragm type and and knowing if it is a Coyne Delany Rex, Sloan royal, Sloan Gem , Turn to silence flush boy would sure help a lot

It lifts the tank flapper /bulb connected to the Douglas Valve On a Flushometer it moves the piston assemble aside
To fix a Zurn urinal that won't flush, first check the water supply to ensure it is turned on and the valve is not clogged. Next, inspect the flushometer for any debris or mineral buildup that may be obstructing flow; clean or replace the diaphragm if necessary. Additionally, verify that the handle is functioning properly and not stuck. If these steps don’t resolve the issue, consider consulting a plumber for further assistance.
Flushometer type needs at least 30 PSI to operate semi decently 50 PSI or more would be ideal
