Use a wet-dry vacuum cleaner and a piece of garden hose. Take Duct Tape and connect the hose to the smallest nozzle on the vacuum. Turn on the vacuum and lower the hose into the drain and it will suck the litter out. I used this same method to remove lint from an underground dryer vent filled with water. Worked like a charm.
