Most modern laptops do not have space for a floppy drive internally, so this is impossible on them.
If you have an old laptop that has space for a floppy drive internally, it probably already has one so you don't need to install one. However if that existing internal floppy drive has failed you will have to replace it (assuming you can find a floppy drive to replace it with). To replace the existing internal floppy drive you will need the manufacturer's documents on how to open the laptop's case, get access to the floppy drive, and swap out the old one and replace it with the new one. This will almost certainly require special tools (e.g. torx drivers, wrenches) that you don't already have and will need to buy if you don't already frequently do such work.
well i never tried it but what you may have to do is write the OS on an other computer by linking the harddrive of the laptop to a computer with a CD ROM drive. afteer you write the OS on the harddrive you place it back on the laptop with no drives.

Floppy drive? I have never used a floppy drive to format a HDD. If you're trying to format the internal drive that contains your core system files then you can use a Windows XP installation disk to format it. If not then you can use the Ultimate Boot CD. This CD is burnable using Alchohol 120 and you can boot into it and it contains a HDD wiper. I'm sure it also comes with a format function. I will provide you with the link to download it below.
Yes, you can change the floppy drive but you'll have to take apart the whole laptop. If you have no experience taking fixing laptop, I wouldn't recommend trying it. But if you still want to try it, I'll post a link with Toshiba laptop disassembly guides so you can try.
External floppy drives use additional hardware to connect to a computer, whereas an internal floppy drive uses a simple cable to connect to components already integrated into most motherboards until very recently. Another factor is that external USB floppy drives are a seldom-used item, whereas an internal floppy drive could be leftover stock from when they were a common commodity in every computer.
