#1. Go past the open space and then stop. Then if you're parking on the right side of the road, for example, you would turn your wheels to the right and then back up until your back wheel is about a foot from the curb. #2.Next you must stop right there and turn your wheels to the left and then back up until you're about a foot or more from the front bumper of the car behind you. #3.Finally you'll have to once again, turn your wheels to the right and drive until your car is at the midpoint in between the two other cars. If you've done this right then you should be all good, but if this is your first time then you might not do this on your first try.Note that the smaller the parking space is, the more you'll have to repeat steps 2 and 3.
I believe parallel paring is still a part of all drivers tests.

The proper way to parallel park is to drive up a space parallel to the car and then back up and turn at the same time. Then, reverse the steering when the car is back up half of the way.

Parallel parking in a manual vehicle can be hard of so,e people. It can take long to park then doing it in a automatic vehicle.
From the Calfornia DMV web page on parking: When you park alongside a curb on a level street, the front and back wheels must be parallel and within 18 inches of the curb. Park parallel to the street if there is no curb.
18 inches
It doesn't 'mean' anything. Homer was suggesting an alternative to making love to Marge which was literally the description of how to parallel park. As stated by Homer it was a non-sequitur.
There are many resources available to one desiring to learn how to parallel park. In addition to a local driving school, one might also find information online at the DMV website.
