It goes into the water pump. You remove a plug and screw in the block heater. Between the engine and the firewall. You can get at it from underneath.
If the screw is coming down from the top, you will need to remove the dash and HVAC housing.
It is located near the firewall behind the "convenience center" You will have to remove the lower dash covering on the passenger side. Pull back the carpet from the firewall. It is held in by three screws. I think they are 7mm. Loosen the one closest to you but do not remove it. The screw closest to the firewall is difficult to get to if you remove the easiest screw. I had to use a flexible shaft extension and a universal adapter in order to get the back screw out. Once you have all three screws removed, just pull down on the blower motor and remove it from the housing. Disconnect the wiring connector. By the way, the blower motor switch is located to near the center of the firewall back next to the firewall also. It's held on by 3 screws. I think they are 5/16", but not sure. Four wire connector going to it.
To remove a stripped screw using an Allen wrench, you can try using a rubber band or a piece of steel wool between the screw head and the Allen wrench for better grip. Alternatively, you can use a screw extractor tool to grip and turn the screw out.

Open both front doors and remove everything between the firewall and the front seat :(
