The bulb type should be listed in your owner's manual (you did keep it, didn't you?)
Volvos normally use halogen bulbs which must be handled very carefully. Wear clean rubber or cloth gloves since any skin oil that gets on the bulb glass can cause it to shatter when it reaches operating temperature.
Open the hood/bonnet and look in each front corner of the engine compartment. There should be a plastic holder for the bulb, accessible from the rear of the lamp cover. Pull off the power connector and release the metal spring that holds the bulb in place. Carefully remove the old bulb and set it aside somewhere safe so it won't fall and shatter. Take the new bulb (while you're wearing those gloves, of course) and put it into the holder. There should be little detents that align it correctly in the holder. Compress the metal spring and put it into place, then reinstall the power connector.
Aside from the fact that halogen bulbs are very finicky about being handled, the job is actually pretty easy.
Remove ALL dashboard screwscarefuly remove the dashboard,andyou will see were the bulbs are located,replace any/and/or/allthe bulbs needed,and reverse theprocedure to reinstall ! That's it !

you don't! remove bezel for gauges, remove four screws for gauge assembly, pull forward and tilt, replace the four bulbs.
You have to remove the dashboard, then remove the instrument cluster. On the back of the cluster, you'll find that you can unscrew the bulbs from the back and replace them. I've done it myself on my own 99 Sunfire --- CanadianCynosure
Remove the cover around the controls and you will see the bulbs inside the climate control unit. It just pulls off.
It's a real pain to replace! The bulbs can be purchased at just about any auto parts store, but you have to completely remove the dash in order to access and replace the bulbs. It's a common problem (and a terrible design...)

cannot get fingers or hands in to remove replace headlight bulbs do i need to remove other parts to do this on a 1998 Honda civic?
This is very hard, you will need a repair book. the plastic parts are press tabs and will probably break off when you try to remove them.
There are 3 phillips head screws attatching each clear lens to it's mounting. Remove all 3 and the bulbs will be there. You will need orange replacement bulbs.
