the horn is located on the steering wheel along with the accel set button and cruise control button.
You can not adjust the tone of the factory horn. You must replace the horn to get a different sound.
i beleve the horn botton is part of the air bag assembly so you need to replace the whole air bag

I assume it is grounding through the steering column-- You could either replace the wiring through the column--make sure isolator is in place and not damaged allowing wire to ground and sound horn--or an easier solution would be to put an auxillary horn button on dash or floor.
