How do you take the door panel off of a 1999 Mercury Mystique?

Remove the switch panel by prying upwards with a flat screw driver once the panel pops out the group of switches will have some screws usually 4 or 5 then pry around the locking tabs it should pop out allowing you to remove each individual switch.

I think there is an additional screw in your 2002 model behind the power window switch panel that also has to be removed.

I would add (having removed them many times on my '03)...

there are two 7mm screws on the bottom of the door that must be removed. Then pull (from the side, not the top or bottom!) the small clip inside the door handle. You'll need a T-30 to remove the screw underneath that holds the door handle in place. Lift up (from the front!) the window switch panel and disconnect the wires. You may find an additional screw that needs to be removed (may be phillips or 7mm head). Check to make sure you don't have any additional visible screws. The door panels then lift up to come off. If they give you any resistance you either missed a screw or you are pulling out instead of up.

Remove 4 Phillips head scews along outside edge of panel.Remove 3 popout plugs from top left mirror corner cover -bottom left corner and door handle cover. Remove those 3 Phillips screws.Remove mirror and door handle covers.Roll down window.Pull out bottom of panel and out on door handle at the same time until handle clear panel. Reach behind panil and release wire harness.Press in on the top corner of panel and up on bottom. [there is a u shaped lip at the top of panel you are trying to free panel from]
