There should be an idler pulley with some sort of adjustment. Usually it is just a pulley with a bolt through the center that goes through a slotted hole on the frame. If you loosen the bolt and move the pulley toward the belt, it will increase the tension on the belt. If the bolt is already to the end of the slott4ed whole and cannot be moved further in, then the belt is worn and stretched and needs to be replaced. Keep in mind that there are other idler adjustment mechanisms that might be used. This is just the most common.

The power steering belt has an adjustment pulley. To tighten the belt on a 1994 Acura Vigor loosen the adjustment pulley and pull it up higher than tighten it.
You will probably end up having to replace the belt as I don't think there is a way to tighten it.

just in front of the altenator, there is a 10mm bolt, tighten that and it will tighten the fan belt

You just need to remove the bottom cover on the side where the timing belt is. Then loosen up the bolt on the tensioner, then use pry bar then when when the belt is tight, tighten the tensioner back up. (make sure Your TDC (Top Dead Center)) ;)
