Presently 34 and some change for commercial in Philadelphia, the highest rate in the state, and housing is much lower. Pay scale drops from county to county for the rest of the state, and come May 2010 it could get lower for all because jobs thinned out during the recession. Even if that happens the next contract negotiation would bounce back because work is only going to become more plentiful.
