It appears that a man in Mexico is the owner of TRAC, Net10 and many other companies. See this USA Today article from 2007.

His name is Carlos Slim Hilu (little accent mark of the u in Hilu). This article is old, however, so I don't know if he's still alive, or if he's still holding all his companies or has sold some.
