There is a parking brake headlight dimming switch some where in the system. You can find some info on it in your owners manual.
My switch is also not working. When I find out more information I will let you know.

have you try the fuse box? check for voltage on the wires going to the socket if not simply trace back your wires until you find the open source. it could also be the headlights switch.
Check the bulbs and check the fuses.
The lights on your Buick could be out for a number of reasons. It could be blown fuses, faulty wiring, or dead bulbs. Your mechanic would be able to test this.

The switch is broken. You need to replace it.
IF IT IS LIKE MY 91, YOU OPEN THE HOOD AND LOOK DOWN ABOVE THE HEADLIGHTS AND YOU SEE TWO SMALL HOLES. GET FLASHLIGHT AND LOOK DOWN THERE IS A HEX SCREW TURN CLOCKWISE OR COUNTER. I USED AN ALLEN WRENCH, BUT I THINK A HEX WOULD WORK BETTER.
