Automatic transmission interlock - try with foot on brake and emergency brake set holding the ignition switch in start position, shifting transmission from park to neutral and wiggling it around. If that works, could be adjustment or bad interlock switch.
Manual transmission, clutch safety interlock may be bad.

A click and no lights is an indication of a loose battery cable. Also, the battery may have a dead cell and won't take/hold a charge.
You have a flat battery.
The engine is clicking with all of the interior lights on? Dead battery... and for future reference... if there is no clicking= really dead battery and it might not recharge. In that case check the alternator, if the alternator is still good, just buy a new battery. If the battery continues to fail to recharge get a new alternator.
