Try Replacing the ATM Fuse 15Amp that is located in your fuse box under the Steering wheel dash, you need to put your back to the floor on the driver side under the dash board and look up and take the cover off the fuse box which is located up high under your dash and replace the fuse listed as "TAIL 15A" this controls your tail lights for when your head lights are on and your speedometer lights etc.
Your lightbulb for the side that ain't working are probably no good.. or it could also be a bad dimmer switch.. i have the same car and mine are like that too.. except for all of mine of went out.. or it could be your dimmer switch also
I'd replace the bulbs first. If that doesn't help, I'd suspect the dimmer switch. I've replaced that stalk (turn sig. dimmer, cruise, headlight switch) in my '96. It's not a bad DIY job and the new stalk was about $60 at AutoZone.
This happened on my car-it turned out to be a blown headlight fuse(15amp) and the hazzard switch on the left side instrument panel. Went to a junk yard and bought a new switch and replaced the blown fuse and ta-dah taillights I also replaced the dimmer switch also.
It was not designed to be used with a dimmer switch. You must have a halogen designed for use with a dimmer or it will not work.

Not trying to be funny but have you checked to see if the dimmer has been moved? It might be on very low. If not take the light switch out and try and bypass the dimmer section to see if the lights come back on.

well if your head lights and tail lights are still working then its your dimmer switch that has gone bad and needs to be replaced. i just recently had this problem and was fixed with a 10 replacement off ebay.
The dimmer switch is located on the turn signal lever. Pushing it forward will activate your high beams.and pulling back will return you to low beams.
