What about the ecu?
Yes, the engine can be installed and bolted up. But-- use a turbo ECU with a turbo motor, and a normal ECU for a normal motor. There will be small differences between the cars regarding wire harness install, and small emission bits. Try to preserve as much of the original configuration on the car as possible-- that is what the ECU is expecting.
The ECU isn't under the Dash. its under the passenger's feet. you must lift carpet to see protecting shield once removed you will see the ECU.i know because i own a 95 impreza and maintain it myself.
You can't, it's done automatically by the ecu (engine management system)

mine is a 93 impreza, it is underneath the passenger's footwell under the carpet. Think I heard for newer models it is in the dash area on the driver's side.
It has no governor. Speed is controlled by the ECU. To change it you would have to reprogram the ECU.

In the passenger footwell fixed to the engine bulkhead. Lift the carpet from behind the glovebox and it is under a metal plate. ok
Take it to a dealer and they will do it free, under a recall issued by Toyota for possible bad ECU in 2006 and other years, Recall ID# 81878

on UK turbos the ecu is under carpet at front of pass side footwell under a metal plate. undo 4 bolts to remove plate, there you see the unit. unplug connectors and any bolts holdin it in place and that should be it out
You pay someone to edit the ecu or you pay $500 for the tuning program itself and it'll have a box for you to edit the software...
