Yes, only if it has a manual transmission. If you tow an automatic for more than 40 miles, or over 45MPH, you will ruin the transmission.
this is not necessarily correct. depends on year of montero. mine is a 1989 Dodge raider (re-badged montero sold by dodge), v-6, 4wd AUTO. it flat tows behind either of our motorhomes by putting the transfer case shifter in the 'false' neutral that exists (without being labeled on the floor plate). i built a simple hinged bracket going across the top of the plate, which catches the shifter in neutral for towing. took about an hour to do it. this fully disengages the tranny for flat towing. several folks i know use this method, saving me from frying mine while attempting it the first time. THIS WORKS ON 1ST GEN MONTEROS! don't know about anything other than 1987-1989 models.
