Mine does. My dad has fixed it but it's starting to act up again, probably about a couple years later. It really doesn't want to work when it's cold outside.

The starter on a 1998 Toyota 4runner is held located on the transmission housing. The starter is held on by 2 bolts which mount it directly it the engine. Remove the two bolts to replace the starter.
A rebuilt starter is around 150 dollars with out labor. Do a google search.
I use a starter solenoid from a 1991 - 1995 Toyota Pickup on my 1998 FLHT Evo... and a fraction of the cost from Harley.

The Toyota 4 runner will not start, it sounds like it is going to and it will not, the starter, spark plugs are fine?

I believe that the solenoid is located ont the starter itself. If you can just follow the positive battery cable down to its next junction towards the starter motor; that is usually where the starter solenoid is located.
To change the starter on a 1998 Toyota Corolla 4-cylinder, first disconnect the negative battery terminal to ensure safety. Usually it doesn't, but if the car was screached really bad and nobody fixed it on time then it has problems.
Starter relay is located under the bonnet in the main fuse box. It is purple in mine. There should be a pattern on top of the box to show you which relay it is.
