Look to see if there is an electic pump that the fluid lines go to and from, if there is no pump, there is no ABS.

The Ranger XL came with rear ABS as standard , I don't know if 4 wheel ABS was available as an option on the 1996 XL ( it was as an option on the 1999 XL) One thing I noticed , is in your fuse panel on the driver's end of the dash (cover is visible with the driver's door open) if the # 14 fuse is a 20 amp - you have rear ABS only and if the fuse is a 10 amp - that is for a four wheel ABS equipped Ranger. ( you would think that 4WABS would have the larger fuse , but it's 10 amp )
