On the 1998 Ford Ranger , rear ABS brakes were standard on the XL and XLT
2 wheel drive and 4 wheel ABS was an option on the 2 wheel drive models.

I have a 1995 ford ranger, and the ABS light comes on when the brake fluid is low. Check and make sure your brake fluid is full. If it is full then it could be a number of different things.
The 1998 Ford F1 50 pickup truck ABS module is mounted to the firewall in the engine compartment. The module will be on the passenger side of the firewall.

The sensor on a 1998 Ford F150 4x2 is on the rear differential. The 1998 was rear wheel ABS only so don't bother looking for any front sensors.
You have a problem with the ABS system. Your brakes will still work properly but you will not have the extra safety of ABS. Have this checked out.
