A flashing CEL means a serious problem, not just a warning. Get it read asap. You might not even want to drive it there.
The light should stay on whenever the key is on and the engine is off.
check the switch! then check the harness to the bulb/switch make sure you have a power and a ground
the sensor is going out

I did a search on Google and in a service manual but I have not found an ECS light. If you are referring to the "check engine" light, according to sites on the Internet this means your vehicle is experiencing a misfire. You should not drive the vehicle while this is happening because you can do serious and expensive damage to the catalytic converter and possibly start a fire.
