because there is a fault with your car. get the code read by someone that has a code reader and get it fixed as it might cause damage to your engine.

A flashing CEL means a serious problem, not just a warning. Get it read asap. You might not even want to drive it there.
The light should stay on whenever the key is on and the engine is off.
check the switch! then check the harness to the bulb/switch make sure you have a power and a ground
the sensor is going out
On my 2001 Subaru Outback Wagon H6-3.0, it's on the driver side(L/H), in front of the wheel well, hidden behind the fog light...
Then you need to have the codes read with an OBD scanner.
