You can't. Toyota Camry uses throttle position sensor to adjust idle. If your car does not idle you need to check computer for error codes. If you do not have any, most likely you will have to do tune up on your engine and maybe even fuel system.
But starters check the air filter and replace if you did not do that in a while or if it looks dirty.
