One way would be to remove and replace the wiper arm itself. There is usually a cap covering the nut holding on the wiper arm at it's pivot point, remove the cap, followed by the nut. Then pry the wiper arm off it's spline gear, and reposition it so it stops where you want it to. Be aware that it can take considerable pressure to pry off some wiper arms. Good luck!
