You pretty much have to disassemble the front end to remove the fog light assembly and get to the bulb. If I recall, I also had to remove part of the wheel well cover. It wasn't fun or particularly hard...just time consuming. Also, you'll not notice a replacement bulb listed in the owner's manual, so definitely take the old one with you. It should be 12V 55Watt. I have a 1999 Forester, but I imagine the 2003 is similar in this regard. You don't actually need to remove the headlamp to replace the bulb. On my car, I unplug the wire from the bulb at the back of the headlamp, remove the large rubber piece around the back of the bulb, unclip the clips that hold the bulb in place, remove and replace.
