To replace fog lamps in a 2004 Subaru Forester, you will need:
Eye protection
H3 lamp(s)
10mm socket
12mm socket
6" extention
tools to remove the plastic stone guard (trim pad puller or suitable substitute)
thin-bladed screwdriver (to separate the connecter between the lamp assembly and the main wiring harness)
Ramps are nice but may not be necessary if you're skinnier than I am Stout wheel chocks for the rear wheels if using ramps in the interest of safety. Drop light is also really nice.
1. Remove the plastic splash tray by removing 4 12mm bolts. Two toward the front, two in the back on the transmission mount Also, there are 2 plastic clips on the tray that help hold the thing in position while installing or removing the tray.
2. Remove about six plastic expandable buttons that hold the stone guard in place
3. Remove two more of these buttons on each side that hold plastic trim below the fog lamp assemblies and bend out of the way.
4. Each lamp assembly is held in place by two bolts with 10mm heads. On mine, the upper bolt has a combination 10mm/Phillips head.
5. From underneath the bumper, disconnect the two-wire connecter, and remove the two bolts mentioned in step 4.
6. Twist/pull/slide the lamp assembly forward through the bumper and set aside.
Now we're into the meat of the problem. I found it was best to perform the following on a table in a warm environment with good lighting.
7. You will see a black plastic ring with the word "top" embossed on it. Two wires will bo through that to the lamp assembly. Turn the ring counter clockwise to release the ring. On the side facing the bulb you will find a connector that goes to the bulb. Pry that connector gently from the ring. Remove the wire from the connector.
8. Locate the spring retainer that holds the lamp into the assembly and release the catch.
9. Remove the defective bulb from the assembly and install the new bulb being careful not to get skin oil on the new bulb. I wore a pair of latex gloves when installing the bulb.
Assemble in reverse order.
Not to be unkind - but READ THE MANUAL.

This was answered last week and is a simple procedure. One Phillips screw holds the parking light on in my 2000 Forester. You open the hood, remove the screw, pull the lamp assembly out and you have access to change the bulb. If you are asking about changing the whole assembly, the answer is the same. --Ken
