To change the flasher on a 1997 Toyota Tercel, locate the flasher relay, which is typically found under the dashboard near the steering column or in the fuse box. Remove the old flasher relay by pulling it straight out of its socket. Insert the new flasher relay into the same socket, ensuring it is properly seated. Finally, test the turn signals to confirm that the new flasher is functioning correctly.

Unless there was a design change between 1995 and 1997 for it, the flasher is behind the dash where the steering column goes. It's hard to get at and harder to remove. They just can't make these things easy, can they? What you can do is start the signal and follow the sound of the flasher in order to find it.
