Get yourself a mulitmeter, start the car then attach the meter to the battery. If the alternator is working then the meter should say that there is 13.2 to 14.8 Volts. Under NO CIRCUMSTANCES should you remove a battery cable while the engine is running. This could cause you to DESTROY THE COMPUTOR due to a voltage spike!

How do you modify an altinator to come on with low RPM?

You do not need to modify the alternator if it is working properly. The voltage regulator controls the output of the alternator and it does function at low RPMs, if all systems are working properly. So if it is not charging at low RPMs you have a problem. Most auto parts stores will check your charging system free of charge. You do not need to modify the alternator if it is working properly. How do you know when alternator is not working?

The easiest way to check is apply a volt meter to the battery terminals. With the engine off the voltage should read around 12 volts. With the engine running there should be an increase in the voltage to around 14 volts. If the voltage reading stays at or decreases from the engine off level then the alternator is probably not working. I would then remove the alternator and take it to an auto parts store and have it bench tested to check it for proper operation.
