Well, I have a "90 Legacy. There is a red release button on the belt fastener riding the rail. release it and see if the fastener doesn't return to top or bottom. I'm not sure what causes this, but the above fix works for me. Just reconnect the belt (it only goes one way) and get on with your life. Hope this helps.

Check the 1991 Legacy for a stuck thermostat. Check to make sure that the water pump is working properly.

You could be low on coolant, a stuck thermostat, engine fan not coming on for starters. If still overheats, I would recommend taking it to a Subaru dealer.
You can not close any door if the locking mechanism is stuck in the locked position. You must first get the mechanics to unlock.
Turn the steering wheel back and forth if that doesn't work try that screw under the steering column

Fasteners can become stuck to the level due to rust, corrosion, or debris buildup. If the fastener has been in place for a long time, it can be harder to remove. Using penetrating lubricants or heat may help loosen the fastener.
Check your temperature control switch. It is hooked to a cable it could be stuck on hot or needs a new one.
(1) The thermostat is probably stuck in the closed position, needs replacement, or (2) the water pump is not operating, needs replacement. Most likely: Thermostat.
The coolant is not circulating through the radiator. The thermostat may be stuck in the closed position or the belt that rotates the water pump may be loose. Could also be a bad water pump. Or, if it is very cold and you don't have enough antifreeze, the coolant may be frozen and not circulating.
