You might try accessing the seat belt from the trunk. Pull aside the interior lining in the trunk ( which ever side the belt is on) and find the seat belt, give a gentle tug and see if that will release the belt. Mine does the same thing when the kids pull too far on the belt. If I took the time to investigate I'd probably find that the belt has been twisted and that's why it keeps getting stuck.

If you have checked the main fuse panel and did not locate it (could be linked in with an accessory fuse) the other place to look is behind the actual lighter casing itself, the silver "socket" that the lighter fits into can be pulled out and it will be attached to a wire with a fuse inline. If you are talking about brake rotors. No they are not pressed on. I have 97 Sentra GXE. I have pulled them off had them spun once and then the next time (30,000 miles later) I replaced them with RayBestos. If you are going with aftermarket brand brakes I recommend RayBestos. The house brands aren't the quality that OEM or RayBestos are. There are a lot of really nice premium brands out there but you will pay a premium price. A Buddy's 97 Honda Accord's brake rotors are one unit with the wheel hub assembly. One of the worste for maintenance designs ever. But my Sentra was nothing like that. Hope that helps.
