Pull the rivits from the wheel well (by turning screw head till the center pups up and then pry the outer section out). Reach up behind the front fender and turn the socket counterclockwise. Remove old bulb and replace with new. Then just reverse the process to install.

The daytime running light (DRL) module on a 2000 Subaru Impreza is located in the engine compartment. It is on the right side as you are facing the windshield near the main fuse box.
