Currently it seems like you have no choice but to replace the complete arm, that is all I can find available.
2000 kia what ? generally to test the cooling fan ,disconnect fan from harness, then run a wire from battery to hot side of fan and another wire to negative side then touch to see if it turns over. A lot of the time th efan may act bad but it is the relay that is the problem , so check it or replace it ,$ 16.00 at kia dealer.
