When you first turn your key (two clicks I believe) before the car starts, all the lights should come on just to let you know they work. If the light doesn't come on even then, you need to replace the light in the dash. If it does come on for the test, but not after you start the car when its cold, it could indicate a problem with a temperature sensor (which should be replaced).

I bought a. Used pump assembly on ebay for 25 bucks.At least now I know it isn't getting any juice.Disconnected the positive terminal on the battery and hooked test light up to it and touched positive to probe it didn't light up which means no short.
Check the basics first (air filter, belts, plugs) but the most likely cause is dirty throttle body or mass airflow sensor. You can easily clean both on your own although MAF sensor should be replaced after 100,000 miles. Throttle body can be cleaned with Seafoam penetrating lubricant and a toothbrush or wire brush. You may also want to test the alternator (Toyota calls it the generator)

On a 1996 Toyota Rav 4, the crank positioning sensor is located under the hood. It is a thin, black cord that will be located near the lower front engine. In order to test the sensor to ensure it is working correctly you can take it to one of your local auto stores. A few of the stores names are as follows: Advance Auto, Pep Boys, and Jiffy lube. This would be your best and safest bet to have the sensor tested.
If the computer diagnostics say it's the O2 sensor, that's what's wrong. If you haven't connected a code scanner try that before you go any further.
