Not familiar with your meaning behind the term "flash". It would be good if you could elaborate so we can get a reasonable answer for you.

In a 2005 Subaru Outback, the Engine Control Module (ECM) is typically located under the driver’s side dashboard, near the steering column. It may be mounted on a bracket or hidden behind a panel that needs to be removed for access. Be sure to disconnect the vehicle's battery before attempting to handle the ECM for safety.
They put 'em on the passenger's side (for left hand control cars) under the carpeting.

In a 2003 Subaru Outback, the engine control module (ECM), which is the vehicle's main computer, is typically located under the dashboard on the driver's side. It can usually be found behind the kick panel or near the steering column. Accessing it may require removing some panels or covers to reach the unit. Always refer to the vehicle's service manual for specific instructions if you need to locate or service the ECM.

Subaru has been building the Legacy Outback since 1995. Many changes in the control systems have occurred over those years. Newer models do not have a separate cruise control system, it is controlled by the ECM. On those models the cruise control is deactivated when the check engine light is on. If you care to provide more information we may be able to assist.
Usually under the passengers side feet. Remove carpet and 4 bolts to access ecm.
It won't flash any if there aren't any to flash. It should at least flash code 12 when you use the test terminals. If it doesn't then you probably have a bad ECM. Make sure that you have power going to the ECM first. Most of the GM cars have a power wire running from the battery directly to the ECM. Make sure this is connected and the ECM fuse is good.
Engine Control Module. The computer that controls the engine.
There is no reset button. The computer is reset by repairing whatever tripped the CE light, and then using a scan tool to reset the light. Reset the light without repairing the problem and the light will just come back on.
