Error code P0627 on a 2002 Toyota RAV4 indicates a problem with the fuel injector control circuit. Specifically, it suggests that there's an issue with the fuel injector's power supply or its ground connection, which could lead to poor engine performance or increased emissions. Common causes include faulty fuel injectors, damaged wiring, or issues with the Engine Control Module (ECM). It's advisable to inspect the wiring and connectors, and test the fuel injectors for proper operation.
I believe it is in the right front kick panel at the ECM.

To check the ECM on a 2001 Toyota Tundra, you will need the user manual.
Toyota has released a TSB on this . You have to take it to Toyota and have the catalytic converter replaced and the ECM reflashed. And if you have over 80000 miles on it, you also have to pay for it.
It is right behind the passenger glove box. Open the glove box then squeeze inward on the glove box sides and pull the glovebox open even more until it is basically hanging upside down near the floor by its bottom hinge. You can then see the ECM towards the right side (where the glovebox used to be), the metal box with 5 wiring harnesses attached to it.
In a 2009 Toyota RAV4, the ECM (Engine Control Module) fuse is located in the engine compartment fuse box. It is typically a 10-amp fuse, but it's advisable to check the fuse box cover or the owner's manual for the exact specifications and location details. If you need to replace it, ensure the vehicle is turned off and consult the diagram inside the fuse box for proper identification.
