1989 Tercel does not have a carburetor, it is Fuel Injected. Wrong. My 1989 Tercel has a carb.

You could've blown a fuse or even worse fried the computer. Check all fuses under the hood and the battery itself. Good Luck!!!
It is probably your EGR valve causing the check engine light. I recently bought a used 1997 Toyota Celica and had this exact problem. The new valve cost approximately $85 and fixed the problem right away.

Either the cable dry or something is wrong in the head. Take the cable out first and lube it and see if that fixes it.
