depending on your mileage, if you have less than 80,000 miles or car is not older than 8 years old the dealer will actually fix it for free. Honda extended the warranty for that. if not it gets complicated you have to remove the intake manifold and drill out the egr passage then replace the valve.

in my haines manual, it says a p1491 is a vaccum cut bypass valve or circuit fault.
I got the same problem. Replace the cutoff valve for $100 for parts.
