If the radio fuse is blowing on a 1997 4Runner then there may be a short somewhere in the wiring. Search for the short using a volt meter to avoid any more fuses to blow.

Locate the fuse box which is under the dash. There is a panel on the end of the dash that can be removed allowing access to the fuses. The fuse you are looking for will either be fuse # 8 Radio/Accessory fuse or fuse # 18. More than likely it is # 18 which is a 15 amp fuse for the front accessory power socket. Pull that fuse and if it is blown replace with the exact same size fuse. If it blows immediately then the socket is defective and will need to be replaced.

Just fixed mine today. The dom light fuse in the engine fuse compartment was blown. The radio/power locks will go out as well if this fuse blows.
The lighter itself is toast. There is a short inside so when you click it in too much current is drawn and it blows the fuse. The coil inside has a short.
It is quite possible (even more so if the vehicle has power windows) one or more wires were temporarily shorted during the work, or even still shorted, which would blow the accessory fuse which powers the radio and interior lights among a couple of other things. Check and replace the fuse if needed, if everything works you're ok, if the fuse blows immediately you still have a short
