How badly is it off? What are you measuring it against ? How do you know that the measurement you are comparing it to is accurate? The speedometers in civilian vehicles are never 100% accurate. What size are your tires and/or rims? Are they the same size as "original equipment?" Even a tire that is slightly undersized/oversized will throw off the speedometer by quite a bit. If these questions can be answered knowledgeably - the speedo can be recalibrated - contact a Honda dealer or an independent shop that offers this type of service.
It is possible for a speedometer to go on and off on a 1995 Honda Accord because the parts are worn out. A new speedometer mechanism may be necessary. Also, check to see if there are any loose parts. Rain and debris from a roadway can cause damage to the speedometer cable.
