I have a 1987 Honda Prelude which also has this problem.
The PGM-FI light is meant to indicate a problem with the fuel injection system. I'm not certain (and I'm certainly no mechanic) but having done a lot of research, I've learned that this problem can be related to a number of different issues: Injectors, Fuel Pump, EGR Valve (helps with limiting nitrogen emissions), your ECU (the computer that monitors various car functions), or a a senson connected to the ECU. Apparently the problem can also happen if your fuel pump relay has some of its solder crack.
In an attempt to solve the problem, I've had two injectors replaced (and the others supposedly cleaned), I've removed and painstakingly re-installed my fuel pump relay (couldn't see any solder problem), I got a new fuel pump, I got my EGR valve replaced and I replaced my fuel filter twice thinking my fuel line might be clogged. Nothing has helped.

Not sure exactly, but usually it's on the air filter box. However, it could be anywhere from the hole where the air comes from below the filter, to where the intake hose goes to the throttle body. If PGMFI, in the intake next to the PGMFI unit. If multi port FI, follow the air intake tube to the air filter box.
The VSA warning light on the Honda accord means, Vehicle Stability Assistance. It comes in if it senses your vehicle is not quite as stable as it should be. The VSA adjusts traction.
The cam belt must be replace on the 1987 Honda Accord every 60,000 miles or 10 years whichever comes first. Warning: This is an interference engine.
You should remove it with the transmission attached to it. I don't know if it comes out the top or the bottom. It's been a while.

Look at the hose that come off the top of the radiator. Follow it to the neck that comes off the engine. Remove that neck and it should be under it.
