Your owner's manual is the best guide here. Subaru doesn't change a lot in a few years so, assuming that location is the same as my 2000, it is near the firewall on the driver's side. Yellow handle that may be obscured by hoses that run above it. Just keep looking and you will find it.
The heated mirrors on my 1999 Subaru Forester are controlled by the rear window defogger switch which is located in the dashboard console above the heater controls and to the right of the hazard flasher switch. I'm not sure whether the heated mirrors were optional on the early Foresters or not. Anyway, the heated mirrors (and the rear window defogger) will stay on for about 15 minutes when you press the switch. You can turn them off before then if everything has defogged already. Also, the switch only works with the ignition on.
A likely cause is that the flasher has failed. On my 1999 Subaru Forester this is an inexpensive (~$10.00 from my local discount auto parts store) and small part. What I found was that obtaining the replacement part was easy and actually replacing it was challenging. The challenge is that the flasher is located near/on the firewall fairly high above the driver's footwell. For me this meant being in the driver's seat upside down with my head near the pedals, my feet on the back of the seat, and my arm snaking up through the wiring to access the flasher. Best of luck.
Depending on the surface you are driving on and the grip of the tires, anywhere from 8 seconds to 10 seconds. **The above is considerably off. A standard trans xt will go 0-60 in about 6 secs. An automatic will do get there in just over 6 1/2 secs.

Self Destruct
Oil is leaking from a Forester (note spelling and capitalization) or any other engine because you have a gasket or seal that is no longer performing its intended function. Due to the phenomenon called "gravity", the leak tends to be directly above the affected area, especially if it is a static leak. That is a leak that continues while the engine is not running.
The fuel tank holds a nominal 13 (UK gallons) of fuel which is about 60 litres. I have managed to get 14 (UK gallons) or about 65 litres in mine but this up to the top of the filler neck and not recommended for safety etc. The reserve light seems to come on with about 7 litres of fuel left in the tank. Additional information Subaru Forester S-Turbo (2001) I get anywhere from 23 mpg (Town) to 34 mpg (Highway) crusing at 65 mph or below. At 75 mph and above don't expect to get much more than 25 mpg. Towing a loaded trailer (1000 kg) you will get anywhere from 18 mpg to 22 mpg.
