The Variable Inertia Charging System(VICS) system on any motor, not just Mazda motors, is essentially a separate series of butterfly valves and runners to adjust the length of the manifold to shorten it for low end torque and to lengthen it for high end torque in an attempt to get "The best of both worlds". On the mx-3 in perticular the vics system is simply an open space on the intake manifold that is used to moddify the vaccume of the manifold to increase or decrease preasure.
