The tail clearance fuse in a 1998 Subaru Forester is an electrical component that protects the tail lights and clearance lights from electrical overload or short circuits. If the fuse blows, it can cause the tail lights or clearance lights to stop functioning, indicating a need for replacement. This fuse is typically located in the fuse box under the dashboard or in the engine compartment, and is easily replaceable. Always consult the owner's manual for the specific fuse location and rating.

burnt bulb or fuse.
If its the same as the 2001 subaru forester, there are two fuse panel locations: The main one is located on the lower left hand corner of the driver side dashboard where you will see what looks like a pull open ashtray holder. Pull that open and you will see that it is actually a cover for where the fuses are located.
There should be a fuse and relay legend in the drivers manual.
hi, behind the coin tray on the drivers side, you have to pull it out
The lighter fuse for a 1999 Subaru Forester is located in the fuse box under the dashboard on the driver's side. To access it, remove the cover of the fuse box, and look for a fuse labeled "CIG" or "Power Outlet." It is typically a 15-amp fuse. Always refer to the owner’s manual for the exact location and specifications.

I don't think there's a fuse for it.Try this link, it fixed my clock problem.http://www.subaruforester.org/vbulletin/f77/oh-no-my-clock-doesnt-work-3350/
Under the hood on the right (passenger) side on the firewall near the hood hinge. It is black with white lettering "FWD". Subaru does not recommend that you place the vehicle in FWD mode for every day driving. It is for use only as a test mode because it does change the handling characteristics of your Forester. --Ken
