There is a spring in the corner of the back of the seat that can break off. Check that! It needs to be connected correctly.

Not too sure if this will help. I have a Volvo 1995 S90 with a similar problem - power windows, indicators and dash lights all were not working. I found that it had to do with the ignition. Many things but you might start with a clogged catalytic converter.
If your power window is not working and there is no loose wiring or bad fuses, it might have a bad window motor. The motor and the actuator can cause the window to work intermittently.
Fluid type: Volvo power steering fluid or equivalent.
was system properly bled? ensure there are no leaks and if there is absolutly no brake pressure it is not a vacuum problem, it's something else.
