The standard size is 195/65 and that comes stock with the vehicle. Many people put different size wheels on the car and you would have to adjust if that was the case. Size sixteen through nineteen inches in diameter fit pretty easily.

The stock 1999 Honda Civic tires are: P185/65R14 85S I couldn't find the actual dimentions for the lug nuts but with this information you can find what you need.
I was rotating my tires and had the same issue , I have a 97 accord but 94-97 are basically the same, if you kick the tire at one specific side really hard it should pop off
