I have a '95 Tercel and the OBDII port is located inside the fuse box cover on the lower left side of the dash to the left of the steering wheel. If you go to a parts store they will tell you it doesn't exist, so just open the cover and show them. It is in fact there.
The Diagnostic port, looking from front of vehicle, is located on the drivers side rear corner of the engine compartment

The OBD-II test port on a 1999 Toyota Tercel is typically located beneath the dashboard, near the driver's seat. It can often be found just above the brake pedal or to the left of the steering column. If you have trouble locating it, looking for a small, rectangular connector with 16 pins should help.
