If only the temperature gauge does not work, then a fuse is not the problem. Be sure that the radiator is full. If not you will need to fill it as the temperature sender needs water around it in order to have something to sense. If it is full then take it to a repair shop and have them check it out.

Why does your temperature gauge rise and lower only when you have the heat on?
A fuse blow when ever the amperage is to high for the circuit. Either there is a short (to ground or positive), the connections are corroded, wire gauge is too thin or it is the wrong fuse. Never put in a fuse larger than recommend for the circuit, it could cause a fire.
It means one of bulbs is failing or already failed.
Possibly it is the indicater for recirculation versus outside air flow?

Not sure what you really mean but if temp of heat does not change = likely bad thermostat etc. If gauge does not work at all but heat is fine then gauge or electrical type problem to the gauge
