I cannot give you a detailed answer, but I can tell you the neutral safety switch is in the steering column, associated with the shifter, and is not in the transmission.
It's part of the neutral safety switch on the front of the transmission.
On a 1986 Camaro, the neutral safety switch is located on the transmission. Specifically, it can be found on the driver's side of the transmission, near the shift linkage. This switch prevents the engine from starting unless the transmission is in the neutral or park position. If you're troubleshooting or replacing it, ensure to disconnect the battery first for safety.

Engine compartment, on top of the transmission. Where the shift cable ends there should be a "box" with wires coming out of it. This is the neutral safety switch. Should be 2 ? bolts holding it on. Loosen bolts, take the shift cable out and change it.

when you start the car up that's your ignition switch is located...
Engine Seized? Dead Battery? Loose or corroded battery cables Bad starter? Bad starter solenoid? Bad neutral or clutch safety switch? Bad ignition switch?
There is not one.
That appears to be the neutral safety lockout switch. You may be able to adjust the switch to make it work, or you may need to replace the switch.
