That appears to be the neutral safety lockout switch. You may be able to adjust the switch to make it work, or you may need to replace the switch.

Bought starter at CarQuest (you will get some money refunded when you return the old starter back to store). Mechanic charged me $60 to put it in, only took him a few hours between other customers*-*
When a starter is getting weak and starting to 'go out' you can often tap on it anywhere on the metal housing to get it to work. Eventually, it will fail so look for a new one.
