If its the same as the 2001 Subaru forester, there are two fuse panel locations: The main one is located on the lower left hand corner of the driver side dashboard where you will see what looks like a pull open ashtray holder. Pull that open and you will see that it is actually a cover for where the fuses are located.
The second fuse location is located under the hood next to the battery. There you will see a 4x6 black box that has a cover on it held on by plastic clips or screws (I forget which). Undo the clips/screws and you will see the fuses. Also, be aware of the fact that underneath the cover that you remove are where two replacement fuses are located along with a fuse puller).
