It's just to the right of the fuse door where the dash ends. There's a white ODBII connector
The Onboard Diagnostics Tool or ODBII for the 1999 Ford Windstar does require a fuse which is listed on the fuse chart of the Ford Windstar owners manual.
It's located directly above the emergency foot brake on the left side of the steering wheel. It may have a black cap over the connector. Look low and straight in at the lower left side of the lower dash board. You will see it recessed about 2 inches beyond the opening for the emergency brake pedal. Don't feel bad it took me 3 days to find it.
1995 was before ODBII connectors were standardized. I believe there IS an earlier version of OBD, but am not sure where it is, or what type reader would be required to access its contents. (Wish I knew...I too have a 95 town car.)
On a 1997 Ford Ranger : The Data Link Connector is in the lower part of the dash , under the steering wheel and between the inside hood release and the emergency / parking brake release . It is behind a small plastic panel that removes ( or maybe flips up )
The ODBII connector is located on the passenger side of the center console, just beyond the console cover. You do not need to remove anything to plug in your diagnostic tool. For a visual idea area of where it is, see image; http://www.fixexpert.com/wiki/odb2.php?page=odb2&id=19758 A real picture of the connector (1 picture is worth a 1000 words) http://fixexpert.com/obd2/data/honda/crv/1999.jpg If you wish to look up others OBDII port locations for other vehicles try the main link at: http://www.fixexpert.com/wiki/OBD-2+Location Good Luck.
Very simple, actually I just did it, the ODBII port is directly under the steering wheel where the carpet and trim meet.
Underneath dash driver side
No, the 1999 model is equipped with ODB I
Its in the fuse box under the steering wheel looks to be a standard odbII
Under the dash, on the driver's side.
